We use email subscribers, they have a webhook function https://wordpress.org/support/topic/form-to-change-email/?#post-14910624
however I think maybe you do not use the wordpress function to update the email, this is problamtic becasue we cannot manage 14,000 + peoples change of email
we are just a few is there a setting or workaround ?

maybe i can disable the account gear icon, then use another page for the account maintenance .

User emails are stored in wp_users table, and wpForo only updates that table. Try to explain the problem again. What are you doing, and why are you changing emails? What hook are you looking for?
