There is no way to change the topic URL slug. The only way is changing it in the database: https://wpforo.com/community/how-to-and-troubleshooting-2/how-to-edit-topic-slug/#post-22570

You can set Extended, Q&A, Threaded Layouts Topic Title Visible Length in recent topic area, These options are in Dashboard > Forums > Settings > Forums Tab
