The whole menu doesn't exist on your forum. First, you should enable it in Dashboard > Appearance > Menus admin page, as I already mentioned, here is how it should be:

If you're looking for the Q&A forum layout, please read the documentation, you should set the top (blue) category layout to Q&A Layout to get all sub-forums and topics with the Q&A Layout.
