How many tags can be added to wpForo without performance degradation? 5000? 10,000? or more?

There is no problem in dozens of thousand tags. You can create them without any worries. Just make sure you use a good hosting service with a good host plants. The shared hosting plans are not recommended, but even with the poor hosting plans wpForo works fine, because it has built in forums, topics, posts, users and tags caches.
