You should have a one category with one forum. Just go to that forum and you'll see the [Add Topic] button. Please read the doc: https://wpforo.com/docs/root/topics-posts/new-topic-question/
if you use the Threaded layout you'll see the [Add Topic] button directly on forum list:

The documentation I provided you explains that the [add topic] button is located in forums pages not on forum home page. Just click on some forum on forum front-end and you'll see the [add topic] button:
