When my forum members click on their name, they are not able to update or add a profile pic. Can you tell me where I can update my settings to make this an option for my members? I have been searching the settings and can not find a solution. Thank you!

Users should have Edit Account Information Button In their Profile page(Right side of the Notification Bell button).
If they don't have that button, you should navigate to Dashboard > wpForo > Settings > Spam Protection and check Min number of posts to be able to edit profile information option.
