User group , forum access is having permission to attach file to Registered User, but still its not allowing user to  upload/attach file

wpForo Spam control checks  minimum number of posts user must have to be able to attache a file, you can decrease this level to 0 in Dashboard > Forums > Tools > Antispam admin page:
