So after setting up forum user permissions I noticed if a user doesn't have permission to post (only reading), a notification pops up in the top right hand corner telling them to login in/register. How do I change this to alert them that they do not have permissions or that the topic is closed for responses?

You can change or translate any front-end phrase of forum using wpForo Phrase System. Please navigate to Dashboard > Forums > Phrases admin page, search for "Please %s or %s" phrase, edit and change it to whatever you want.
