I want to ask how can I make it so that when creating topics in a special section, these topics are private and only the Administrator of the forum and the one who actually created this topic can see them

The user must have "Can set own topic private" option enabled in the Accesses set for the forum.
So with that option enabled, User can create a Private topic and Admin can see all private topics as they by default have "Can view private topic" option enabled in the Accesses.

What you wrote, I already know, thanks, my question was different, namely: how to make it automatically marked "private" when creating a topic and it could not be removed, i.e. the player makes the topic immediately private and cannot do otherwise
