Keeping it simple:

Category & Forums A: Available only to Customer

Category & Forums B: Available only to Subscriber

Category & Forums C: Available only to Moderator

 

 

How do I stop tags from category B & C from displaying on A?

Topic tags cannot be managed by Categories/Forums, they can be set to all the topics.
