Hello,
I assign a sub site as buddypress root site in multisite, and activated buddypress in networkly, that means I used the B method:
B. Network-wide Activation – BuddyPress root blog in Secondary Site

and I activated wpForo Forum on the subsite, which is root site of Buddypress.
in this situation, I can not access setting page at backend,
sorry, you are not allowed to access this page.
so I check the role for forum, but I can not change the registerd role to admin.
Woforo version 1.4.7
HHVM+ Redis + Nginx/1.10.0, with php version: 5.6.33-0+deb8u1

Could you please check, the account that you use for testing has the administrator role in your sub site?
Ok, I think this plugin affects wpForo. Please disable all plugins related to User Roles. Deactivate wpForo and activate it again. Then navigate to the Profile page and try to set your Usergroup "admin".
wpForo don't use roles. wpForo usergroup is a separate system. So please disable this plugin and try what I asked in my last post. Then you can enable this plugin back. I think this plugin conflicts with wpForo.
