Have you found the "New Topic" phrase and changed to your phrase? How about deleting the cache and phrase cache in Dashboard > Forums > Dashboard admin page.

Noo. I did n't find New Topic in the phrase and I have cleared cache as well. still, i am not able to find the solution. please find the screenshot of the phrase
