So a week later, here is where I am with this...On my website's home page, I have the WPforo Profile widget in my sidebar.  That avatar has changed to what I uploaded on the site. The avatar in the forum is still not showing.   I've attached a screenshot with both profiles; on the left is the one from my site homepage, and on the right is the profile from the forum.  Once again, Jetpack is managing my CDN.  Will deleting any forum caches help fix this?  You'll also notice that all of the icons on my home page forum profile are greyed out. Is there a fix for this as well?

@brozobob,

I think this is a cache issue, and the avatar problem only exists in sidebars of non-forum pages. I see you've excluded forum page from caches, but you use the widget on non-forum pages as well.

Also, this is a WordPress CDN issue. I see all avatars are loaded from WordPress CDN and the CDN returns error. In any case this problem cannot be resolved from wpForo side. It's your CDN and cache issue. Try purge all and add some rules for avatars. Also, connect to WordPress.com CDN support.

@robert - Your statement " I think this is a cache issue, and the avatar problem only exists in sidebars of non-forum pages. I see you've excluded forum page from caches, but you use the widget on non-forum pages as well."  is not accurate.

My Profile avatar that I uploaded isn't showing on any forum pages, or on my profile page.  Your assessment that the problem only exists in sidebars of non-forum pages doesn't make sense to me.

I've attached a file showing that the avatar isn't visible in the forum as well.

The Jetpack urls are Error 400 failing. Make sure xmlrpc.php is NOT being blocked in .htaccess via your hosting control panel

Eg:
