Maybe not through WPFORO, but you could enforce the upload limit in PHP via php.ini. The only downside with this is that it could cause issues when uploading plugins manually.

I'm sorry but there is no way. The min file size limit is 1MB.

That is a shame. I have a shared hosting with little space. Maybe we can reduce the size in a future update? 🙂
