I am working on a forum & I want users to select only from a predefined set of tags & not make their own tags for any topic.
it would be awesome if I can define tags according to category.

I'm sorry but there is no such feature in wpForo. However, in this month we'll release new addon for topic prefixes and for advanced control of topic tags. This will include the feature you're looking for.

Will this be a paid addon ?
This is a very large work, it requires days of custom codding. This is not an easy task. You should find some developer to do this. And in most case the code will be hard-codded, so you'll not be able to update the core wpForo forum.
