The second field (число элементов) should not be 1, it's the number of posts it should display on widget. Please set it 2 or more. Then go to Dashboard > Forums > Dashboard and click the [Delete All Caches] button.

I'm sorry but I have no other suggestion for you. Something is wrong with your database. We've never seen such a strange issue and there were never reported this. Just play with the widget options and checkboxes and find the configuration that works fine.
