What happens if you have imported a SMF forum to WPForo.. the addon for PM is seperate addon (not sure why that isn't just built in) but does SMF import to WPForo fill in the PM's if the PM addon is added after or does importing the SMF board need to be done again (from scractch or can just the pm's be moved)?

All WordPress forum plugins don't have build-in private messages. There are 7-8 plugins and they just a forum plugins for forum discussions. Only stand-alone forum softwares comes with PM.
