The only issue I cannot figure out is that emails are being sent to admins for new Topics, Posts, and reply’s but our “Subscriber” Registered users are not receiving any emails about posts, or new topics?
I’m sure it is something very simple that I am overlooking but if someone could help we would really appreciate the support.

A regular user (Registered / Subscribers) should be subscribed to a forum to get notification about new topics. If a user is not subscribed he/she will not receive emails.
They can check their subscriptions in My Profile > Subscriptions Tab:
Also, make sure that users are not inactive, in Dashboard > Forums > Members admin page:

One more question, is there a way to make the users subscribed to everything without them doing anything?
I did check and they are all active.
