A user subscribes to new Topics in the Forum "Régles d'usage".
If a new Topic "Essai" is posted in the Forum "Régles d'usage" and if this Topic is immediately published in the Forum (without moderation because it's me, an administrator who publishes), an email notification is sent to the subscribed user.
If a new Topic "Essai 2" is posted in the Forum and if this Topic needs to be moderated before publication, no notification is sent to the subscribed user..
And even after the Topic "Essai 2" is moderated and published in the Forum "Régles d'usage", no email notification is sent to the subscribed user.
So, I would like to see no Topic moderated and all of them published immediately on the Forum and hope that email notifications will be sent to the subscribed user.

This should send email notification to the forum subscribers. But to the forum subscribers who have directly subscribed to the forum of this topic, not to the parent forum of this topic forum. Another important thing is the moderation way. Are you using the front-end moderation? I mean this button:
