I was approached by my forum moderator with the question that no matter how he visited the forum, messages that did not pass the moderation were not visible. On such messages, he gets only if the author reports the address of the post, and he goes to the link.

Please navigate to Dashboard > Forums > Settings > Forum Accesses admin mage edit the "Moderator access" make sure the "Can approve/unapprove content" checkbox is enabled.
Please delete all caches in Dashboard > Forums > Dashboard admin page.
Then edit the forum which contains the unapporved topic and make sure Moderator usergroup is attached to Moderator Forum access.
It turns out after the update, the Moderator was banned ...
